Permits and Inspections
Alexandria Basement Permit & Inspection Guide, July 2025
Dreaming of transforming that unused lower level in the City of Alexandria, VA into a cozy family room, sleek home office, or rentable suite? Alexandria’s Permit Center enforces Virginia’s Uniform Statewide Building Code (USBC), and every step - from framing to final paint - must pass city review. Skipping permits or missing an inspection can trigger stop-work orders, fines, and expensive tear-outs. Use this guide to move smoothly from application to final approval—without surprises.
Permits required for basement finishing or remodeling projects in Alexandria
Any basement project here generally triggers up to five separate permits:
Getting each permit up front keeps your schedule on track and avoids “surprise” trade permits later.
Licenses required to pull permits in Alexandria
Only properly licensed contractors can apply for permits on your behalf:
- Building: Virginia Class A Residential Building Contractor License
Required for any structural construction work. You can verify contractor status via the DPOR License Lookup Tool. - Electrical: Virginia Master Electrician License
This license is required to obtain electrical permits. The City of Alexandria also honors state-licensed electricians for permit applications. Check local requirements via Alexandria Electrical Permits. - Mechanical: Virginia Master HVAC License
Needed for any HVAC work such as system replacements, duct modifications, or mechanical upgrades. - Plumbing: Virginia Master Plumber License
Contractors must hold this license to perform or permit any plumbing-related work in Alexandria. - Fire Sprinkler: Virginia Fire Protection Contractor License
Required for installing or modifying residential sprinkler systems. Fire protection work may also require registration with Alexandria Fire Prevention Bureau.
Virginia twist: just like neighboring Arlington, Alexandria requires every contractor to hold an Alexandria Business License in addition to their DPOR credential; without it they cannot legally pull your permits.

Inspection requirements in Alexandria
Expect 7 – 12 separate inspections from rough-in to finals. The city lets you schedule each inspection independently, and different inspectors handle each discipline—helpful when one trade runs ahead of another.
- Plumbing groundwork – Must pass before you pour or patch the slab.
- Rough-in trade inspections – Electrical, Mechanical, Plumbing inspections once each work is complete, but before Insulation or drywall installation.
- Rough-in Building/Framing – Inspector checks stud spacing, fire-blocking, egress, and draft-stopping when all trade rough-ins are signed off.
- Insulation – Quick visit after batts or rigid foam go in; drywall can’t start until this clears.
- Final trade inspections – Final Electrical, Mechanical, Plumbing (and Sprinkler, if applicable) inspections once each work is complete but before final building inspection.
- Final Building – Confirms handrails, smoke/CO alarms, emergency egress, door clearances, and finish materials. All trade finals must close before you can schedule this visit.
The city’s sequencing mirrors state guidance: plumbing groundwork first; insulation before drywall; and separate inspectors can be booked on different days.

What happens if I finish my Alexandria basement without permits?
City inspectors issue immediate Stop-Work Orders when unpermitted construction is discovered. Best-case, you’ll pay double permit fees and wait for retroactive plan review; worst-case, framing, drywall, or even plumbing gets ripped out for inspection access—on your dime. Unpermitted work can also:
- Void homeowners-insurance claims
- Stall or sink real-estate deals
- Hide life-safety hazards (electrical fires, CO leaks, structural failure)
Permits aren’t paperwork—they’re protection.
